Mr. Pa.yno was going oh to rend a note appointed to his "question, -when tliU Prime Minister raised a point of order, and asked whether a member was entitled to express his own opinions in a lioto to a question. The Speaker ruled that a, member giving notice of a question must con. line himself to a statement of facts. Mr. Payne's question did uot appear on tho. printed ' Order Paper, which means that it was ruled out of order b,v tlio Speaker (who reviews questions before they -are printed), presumably on 'tho ground that it folates to matters which are at present tlio subject of court proceedings.
