It contains proposals to deal with strikes in societies of .workers Jiot registered under' tho Arbitration Act, and with lock-outs by employers of such workers. Unt it contains 0110 proposal which is distinctly new . ;.Tli o Bill originally provided that before u union could strike legally, a secret ballot of members bad to bo t.';kof» under proper supervision. Tho now Bill "also lias the following cJauso:—'"At any lime during tho continuance of a strike which is not an nnlawlul strike the liegistrar way, on tho requisition of not less than live per cent, of those workers who are directly concerned in the striko. (being members of a society or • societies of Viorkcrs) take a ballot of all such hers directly _ concerned in tho . strikeon any question relating to tho strike that may be proposed by tho requisition."
