MANNING SHIPS.
STATEMENT BY TIEE MIXISTEK. Mr, .1. I'syur,' member Tor I!ivy Lynn, nsked the Minister for Marinein the House, of Representatives: "Whether it is true that the provisions of the Shipping and Seamen Act aro being virtually suspended, by unqualified persons being allowed to servo on vessels during the present industrial crisis?" The- Hon, V. M. 13. Fisher (Minister of .Marine) replied yesterday' to the question as follows:—Section 67 of tho Shipping and Seamen Amendment Act, 10011, empowers the Minister to exempt any ship, upon such conditions, if any, as he, til inks fit to impose, from any speeiiie requirement; of the principal Act or of the II'KW Act. or to dispense with the observance of any such requirement in the ease of any ship if he >.-> satisfied that tho requirement has been substantially complied with, or that the provision made "is as effective as actual .compliance with the requirement. In easss where the Minister has been satisfied that the manning of certain ships is as eli'ectivo as compliance with the, manning requirements of the principal Act lie has exempted them from such requirement 6.
