The Government was defeated by 290 votes to 265, for advocating .the giving to investors of a promise that the new "rente" should provide, for their immunity from taxation. MM. Caillaux and Jaurcs led the Opposition. President Poincaro has accepted tho resignation of the Ministry. BALKAN FINANCES INVOLVED. (Rec. December 3, 10.35 p.m.) Paris, December 3. Tho Cabinet crisis wiil indefinitely postpone tho raising of the loan, anil dislocate tho finances of the Balkan States, which aro awaiting results. There was great excitement in the Chamber of Deputies at the. unexpected result. Tho Government proposed that tho new "rente" should bear an inscription guaranteeing the enjoyment of tho samo immunities as heretofore.
