"GERMANY UNDER WILLIAM II." EX-CHANCELLOR'S MEMOIRS. By TclcjrapU-I'ross Ass-ocialioii-Copyrißlil. "limps"—Sydney "Sun" Special Cables. (lire. December :>, G,l>(i p.m.) Berlin, December 1. Prince Von Jlulow's contribution to the hook "Germany under William the Second," now being published, is arousing considerable iuteicsfc in the Press and elsewhere. Prince- Iliilow oiiiplmsi:;os his point that Fiance's irreconcilability is a. factor which Germany must ncvor forget "There is," he say's, "but a feeble hope of a real and' sincere reconciliation, so long as Germany shows no intention of abandoning Al-sace-Lorraine.' 1 Dealing with the Morocco question. Prince Billow declares that Urn AngloFrench agreement:, of YJIU were obviously aimed against Germany. France thereby intended to strike a blow at Gorman prestige, hoping that ' later, with Fjngland'n help, 'there would enmo a decisive reckoning with Germany.
Prince Billow insists that the late King Edward persistently advocated the heiiuniiig-iu of Germany, and repeats the statement that it was on. King Edward'.-; advice that the Kaiser visited 'rangier iu 1905. Tim ex-Chancellor skims lightly over the resignation of SI. Delcasse (then French .Minister for Foreign Affairs), omitting to mention that Germany threatened France with war unless M. Delcasse resigned. He claims the merit of instituting amicable Anglo-German relations, whereas it is well known that the improved feeling was undoubtedly due to King Edward's foresight m seeing Prince Billow's political days numbered.
