YUAN'S ADVISORY COUNOIL. (Rec. November 17, 11.20 p.m.) Peking, November 17. It is officially announced 1 that the Administration Conference to bo convened by the President, Yuan Shih Kai, is purely advisory, and does not possess the slightest legislative authority.
