Polling, November 13. the Chinese Government proposes to suspend the Parliament, and form an Administrative Goriforencoj coi'npftsed of eight members nominated by' President liian Shih Kai, two representatives of the Cabinet; one representative from each <jf the nine Ministries; four from Mongolia; four from .Tibet, and two from each province, totalling iu all 71 members.
Many high officials of the Manehu Government are mentioned, while the young Chinese party is conspieuouslv absont from the representation. Tho Conference will act until Parliament has boon reorganised,
