EFFECT OF THE STATE'S INTEREST.

Tho Legislative Council met at 2.30 p.m. The Joint Defence Legislation Committee was granted three* weeks' extension of time in which to report.

ROAD TO THERMAL REGIONS. In pursuance of notic® given by him, tho Hon. J. Dnthio moved:—"That thero be laid beforo the Council a return setting out tlie following particulars in respect to tho road v?ni.cli is being constructed between Waimarino and Tokaanu: (1) Tho total mileage, tho mileago of the part completed and fit for wheel trafiic, tlio length of 1111metalled or otherwise uncompleted formation, and what distance remains on which no work has as yet been done; j and (2) the probable date by which the road between theso two centres, will be fit •in summer for wheel traffic throughout." He stressed the necessity of completing the road to provide access to tlie scenic and thermal regions in that part of tlie North Island.' The motion was carried. ' FARMERS' CO-OPfiRATIVE INSURANCE. The Hon. H. D. BELL moved the second reading of tlie Mutual Fire Insurance Amendment Bill, which lie described as a very brief amendment to a very complicated Act;. Tho Bill is designed to extend the powers of associations under the Mutual Fire insurance Act, 1908, for the purpose of enabling such associations to undertake the insurance or indemnity of their members against liability to pay compensation or damages in respect of accidents to their employees. The proposed method of extending the powers was by Order-in-Council, tho regulations to. apply generally in respect of all associations, or to apply only to specified associations.

Tho Hon. J. ANSTEY considered that it would bo far better if the Council mado the regulations under the Act-. Ho did not approve of tlie if being made by Order-in-Council.

11l reply, the Hon. H. D, BELL said that the method proposed in tho Billwas considered to ho the only workable one. He would, however, bo pleased if the Hon. Mr. Anstey could sugfjost another way. Tho Bill's second reading was agreed to.

OTHER MEASURES. Leave was Riven to tho Hon. H, D. Bell to Introduce > tho Medical Practitioners Act, 1913, and the Temporary Employees' Act, 1913. Both Bills were read a first time.

The Government Railways Amendment Bill (tho Hon. H. P. Bell) and tho Shipping and Seamen Amendment Bill (tho Hon. H. D. Bell) were also read a second time.

The Council adjourned at 4,15 p.m
