Tho "Spectator" states that conversations are proceeding between Mr. Asquith (Prime Minister) and Mr. Bonar Law (Unionist Loader) in relation to the exclusion of Ulster from tho special and the particular purpose of the Bill, solely with tho view of avoiding civil war.
