M, Dumont, Minister of Finance, in Ilia Budget Speech in the Chamber of Deputies, Baid that the expenditure for 1914 was estimated at £214,900,000, leaving a' deficit of £31,000,000. Of this latter £3,000,000 was'due to operations in Morocco, and £13,000,000 to military reforms. Half of tho deficit was covered bylqpn. In addition to tho £40,000,000 loan in connection with the triennial army servifce system, the remainder of tho deficit would be covered by increased taxation, including double,duty on Bourse transactions and a tax on inherited property. Tho last-named was estimated to yield £3,000,000.
