MEN OF BELFAST REPLY TO MR. BIRRELL. NO APATHY AMONGST THE MERCHANTS;

At a meeting of six thousand men, held at Belfast to refuto Mr. Birrell's (Chief Secretary for Ireland) statement that Ulster mereliants were apathetic regarding Homo Rule, it was estimated that the attendance represented one hundred' millions of capital. Sir Edward Carson declared that the offer of a settlement must bo in black and white. Then "ho would consult Ulstermen;' otherwise, ho wag going ahead. It was resolved not to pay taxes under a Home Rule Parliament. The meeting also expressed sympathy with the measures taken for the defence of the loyalists' liberties, including the volunteer force. LIBERAL JOURNAL'S ADVICE TO THE GOVERNMENT London, November 4. The "Manchester Guardian" (Liberal) strenuously urges the Government to instantly seek an adjustment and agreement regarding tho Homo Rule problems. It declares that it will not do to postpone them until the committee stage and suggestion clause •stage; they must bb dealt with now, in comparative leisure, before passions are re-aroused.
