Company announce an ambitious and attractive scheme for the closer settlement' of Southern Rhodesia. General Botha's recent 'reference to the inclusion of Rhodesia in tho South African Union is regarded as merely a tactical attompt to divert attention from party dissensions. THE SCHEME EXPLAINED. (Rec. November 5; 10.30 p.m.) London, November 5. The leading newspapers contrast tho Chartered Company's Rhodesian closer settlement scheme with the South African' Government's "do nothing" policy. They attribute the latter to Hertzogian influence. They consider that it would be a misfortune if Rhodesia were forced upon the Union at tho present time. Sir Leander Jameson, a director, interviewed at Capetown, said that Rhodesia's inclusion in the Union would bo a matter for tho people. The Chartered Company's scheme provides for a land settlement board, with compulsory powers of purdhase to acquire land within twenty-five miles of a town or railway, and resell it to small • settlers, making advances to help them to develop their holdings. It proposes to tax undeveloped lands, and earmark the tax for development purposes. Sir Leander Jameson suggested that the Administration should' follow Australia s oxample, and provide free passago for immigrants.
