Lloyd-George, Chancellor of the Exchequer, and pointed out traders' difficulties and losses and the grave injustices suffered under the leasehold land system. Mr. Lloyd-George replied that the Government proposed adopting the principles promoted by the league by setting up an. impartial tribunal and appointing experts to decide questions between landlord and tenant, including the renewal of leases. It was monstrous, he, said, that a landlord should confiscate the goodwill and fixturoß of a.tenant at the expiry of his "lease unless he paid for a renewal. Not merely the value of the premises, but also the value of the business which the tenant had created with his brains and industry, should be considered, and the sooner this grossiv iniquitous law was altered tho better. '
