"Times"—Sydney "Sun" Speoial Cables. (Reo. October 30, 7.16 p.m.) Ottawa, October 29. Sir Wilfrid Laurier (Lender of the Opposition in the Dominion Parliament), m a speech, said that tho present Canadian ■ Administration was the lowest ami most refaogrado since tho days of the " family compact." Ho denies that Germany is building her jiovy for tho purpose,of attacking England. Germany had built up a great sea commerce, and was bound to havo a gieat navy to defend it.
