SHOODY BOOTS.
STRINGENT RESTRICTIONS PROPOSED. Tho Footwear Regulation Bill, introduced into the Houso of Ropr&setnatives yesterday by tho Hon. F. M ,B. Bisher, Minister of Customs, is intended to regulate tho manufacture and salo of footwear, and, if passed, it is to com© into force on a day to be fixed by tho Governor by proclamation. 1 Tho Bill empowers tho appointment of inspectors, and tho drafting of regulations. The important clause of tho Bill runs as follows:—
"No person shajl manufacture fqr sale, or sell, offer, or expose for sale, or havo in his possession for salo, any boots or slies, the solos of which consist wholly or peartly of leather, or any imitation of leather, or of any material having the appearance of leather, unless: (a) The soles thereof are of leather, without ' admixture or addition lothcr than of canvas used to reinforce tho sole, materials used for filling spaces, shanks ; or rubber out-soles, or in the caso ot ladies' fancy or evening foot' wear, of heels of wood; or (b) A statement of tho material or materials composing the soles thereof is conspicuously and legibly stamped upon or impressed into tho outer surface of the sole of each boot or shoe." "Leather referred to in subsection (a), quoted above, shall not include leather 'board composed either wholly or in part of neither scraps, or leather skivings, cemented or pressed together. The maximum penalty fixed for contravention of the conditions imposed by the Act is a line of £20.
