Tho Patea Harbour Bill and the Wa,tganui Harbour District' and Empowering Bill were received from the House and read a first time. : The Hon. H; P. BELL gave notice of hio intention to introduce a Bill entitled tho New Zealand Society pi Accountfints', Amendment Bill. The- Churoh of England Trust. Bill ! (tho Hon. J, R. Sinclair) was toad a second; time. The-Hon. J. ANSTEY pointed out that the leases of some Church of England endowments were inequitable to tho tohants. He cited;.the case' of seme tenants of dairy "farms -near Christqhurch, who, when - their leases vere'within a few year's of : ,expiry were; compelled by tho Health "PejJartinent to erect expensive buildings, for which they got no compensation on tho expiry o? their leases. ';H-...D, BELL moved the Second reading of the Water Supply •[Amendment Bill, - and explained that compulsory classification was an important- part of this Bill, as of the last. . The Bill was read.a second time without debate. - ■ -w ;v .. ; RIVER BOARDS. . \ The Hon. H. D. BELL moved the second reading of the River Boards 'Amendment Bill. He had, he -said, found it difficult to understand many of the objections to the Bill because most of the provisions of the Bill had been naked for by individuarßiver Boards. It was true that there was no united 'demand for the Bill, but this was probably because the River Boards did not hold periodical conferences. The Hon.-J. ANSTEY approved tho Bill.
The Hon. J. D. ORMOND said there was a fear in the district of Hawke's (Bay that the effect of the Bill would be to open ,up the whole wide question of the ,limits of the district to begin with, fcnd to cause disruption of the district ' tit present existing.'' The experience of fccntral classification for the purposes of Tating had been tried in two nig districts in. Hawke's Bay and abandoned ns unworkable. If as a result of the classification method proposed in, the Bill disruption of the " Hawko's Bay ißiver Board district should follow, the Tesult would be calamitous for tlie district. He looked with dismay at the - passing of the Bill. The Hon. H. D. BELL, in reply; defended tho system proposed of compulsory classification of lands to be rated, _ find said he did not share Mr. Ormond's fears as to'the effect of the Bill. / The Bill was road a second time. VICTORIA COLLEGE. The Victoria College Amendment Bill (the Hon. H. D. Bell) was committed. , The Hon. J. E. Jenkinson moved to reduce the number of representatives on the Council, of the Professorial Board from two to one, with the object of giving the governing .bodies of secondary schools tjvo representatives instead of one. The amendment was defeated hv 18 votes.to 7. , . The Hon/ 0. Samuel moved • an- _ irfclier amendment to,exclude 'from the. Council all members of tlio Professorial* Board. The amendment was- defeated on the voices. Another amendment with a similar object by tho Hon, J. Ajistey .Was also defeated on the voices. Tho Hon. H. D. Bell moved to add a new clause to give the Council power to make appointments to the teaching' staff for a longer term than fivo years. At the suggestion of the Hon. J. Barr lie agreed to .'Alter, his clause to 'impose a limit of ton years, instead of removing the limit altogether. Tho Hon. J. E. Jenkinson moved to reduco the limit from 10 years to sevfcn.: This amendment, Mr. 801 l accepted, and it • .was carried. . Tho Bill was reported with amendments. !The Council rose at 5.10 p.m.
