Sir Arthur Harding®, whose transfer from tho legation at-Lisbon to the Embassy at Madrid has 'oeon announced, is one of tho ablest members of tho mpl°matic service, and his experiences of public work have been unusually varied, He worked in tho Foreign Office for three years under tho lato Lord Granville, wno save him his first appointment abroad m 1883 when ho went to Madrid as third, secretary. Ho served afterwards at St. Petersburg, Constantinople. Cairo, and in East Africa, and in 1900 Lord Salisbury appointed him Minister at Teheran. He was transferred to Brussels in 1905, and ho went to Lisbon two years aso. Sir Arthur Hardingo attended tho presont Emporor of Russia on his tour through India (1890-91), and in 1902 he was in attendance on tho late Shah duritfj? his visit to England.
