Rumours of a proposal to delay its departure in ordor to cone with'the Mcxican situation proved to bo unfounded. According to reports to tho State Department, President'Huerta has arrested another member of the Madoro family, and also soveral prominent military officers. j A SOLEMN AGREEMENT. (Rec.
