The itinerant vocalist or musician who gets a precarious existence by frequenting the main streets of tho city is to bo regulated under tho new by-laws adopted by tho Auckland City Council. It will be necessary to tako out a license at n cost of 20s. per annum, and the applicant- must have a certificate from two rcputabio citizens as to his character. Under tlio license it will be possible for tho inspector to indicate tho streets in which tho holder may follow his occupation, and ho will not be permitted to stand longer than twenty minutes in one place. Cancellation will follow any breach of tho terms of tho license. j
