By Telegraph—Presi Association— Copyright London, Octebor 24. Lord Dunxavon, Chairman of the Irish Reform Association, in a letter to "Tho Times." urges that short of an absolute surrender by cither' side, the only working solution of the Home Bailo crisis would bo the application to Ire-* land of the Federal principle, with an Imperial High Court supreme, in all matters arising out of the interpretation of tho statute. The sitting of the Court in London would be essential.
