WHEELS WITHIN WHEELS;
ALLEGED RUSE. BY WATERSIDE WORKERS' UNION. A Teport was freely circulated about the wharves yesterday to the effect that it was intended by the Wellington Waterside Workers' Union to take time by the forelock in order to prevent, if possible, a recurrence here to what happened at Waihi, when the free labourers who relieved the Waihi Miners' Union's men (allied to tho.'Fedoratiqn' of Labour) formed a new imion, which registered under the Industrial Conciliation and Arbitration Act, and so became a legalised body existing under the protection of the law of. the country—a union pledged not to strike with* out .giving notico of their intention so to do. In order that this may not- be repeated, in Wellington, it is understood that the Federation of Labour officials are interesting themselves ill forming another Waterside Workers' Union ; to bo registered under the Arbitration Act, and that the members of that union will practically be the members of the existing union. It is a moot point as to whether a body of workers on strike can register a new union under an Act which involves a penalty for the act of striking without notice. It will be a somewhat difficult point for the Labour Department officials to settle, if the application to form the union is made by those parties now actively associated with the union now in revolt.
