Sazonon (Russian Minister for Foreign Affairs). Later, iu a newspaper interview, the President emphasised Russia's strong desire to help Turkey to attain hor normal, prosperous position on her isting basis. Russian disinterestedness, he said, was a necessary concomitant of good administration m Asiatio Turkey. WAR FEVER IN GREECE. (Reo. October 18, 0.15 a.m.) Athens, October 17. The peace negotiations with Turkey have opened. Meanwhiio fresh troops are moving daily towards tho frontier, and public suspense is growing intense. Tho latest report is tliat tho conference has been postponed, there being disagreement on important poinis.
