DIFFICULTIES IN THE WAT.

London, Ootobor 16. Colonial circles in London have been, discussing the possibility of an Imperial Naval Conference. Thoy suggest that ns Australia has gone so far ahead of the other Dominions, she is the only one really anxious for a conference. Neither Canada nor South Africa has a policy prepared, wliilo New Zealand's views are well known.
A naval conference, it is considered, would not bo easy to arrange, and in the case of an Imperial Conference, where it is necessary to considor tho varied interests of the delegates, it would bo practically impossible to arrange for a full conference next spring.
