Holman (New South Wales Premier),.in ft speech, announced bis intention, if returned to power, to reintroduce a number of tho Bills which the Council recently rejected. Ho added : Let's have behind us the moral authority of tho peoplo's approval, and I promise you that wo will have no more measures approved by you rejected by an unrepresentative Upper House. This is no threat, but a plain statement of fact, which tho public can understand. Wo will seo that tho will of the people prevails." A CURIOUS COMPLICATION. ETIQUETTE OF GOVERNOR'S ASSENT TO BILLS. (Rec. October IS, 8.35 p.m.) Sydney, October 15. A ourious complication aroso over the prorogation of tho New South Wales Parliament. Both Houses last night, after tho Assembly had dealt with the Bills that had been sent back from tho Council, adjourned at 4.30 p.m. to-day, not intending to re-sit for business.

As ono Bill still required the Governor's assent. His Excellency (Sir Gerald Strickland) insisted that such assent was necessary, while Parliament was still, officially in session, and that tho House should again meot.

In the meantime most of tho members had scurried off into the country for tho election campaign. Finally, after an Executive meoting, and a conforenco between Sir Gerald Strickland and Mr. Holman, the former issued tho prorogation proclamation. ■
