Poking, October 10. Yuan Sliih Kai's Presidential inauguration in the Taiho Palaco was a brilliant and picturesque scone. Chen, cliiof of the mounted police, was arrested, and subsequently confessed tliat tlio southern rebels bad bribed him to attempt the assassination of Yuan Sliih Kai at to-day's function.
