The "Daily Mail" (Unionist) sayß that Mr. Churchill's speech on the Ulstor question opens tho door for negotiations, and that if a settlement is reached it will bo largely due to Mr. Churchill's conciliatory utterance. Other Unionist papers regard the speech as provocative. The "Pall Mall Gazette" (Unionist) is surprised at their adverse criticism. It characterises Mr. Churchill's speech as tho turning point in the controversy. The "Westminster Gazette" (Liberal) remarks: —"While the Government should meet Ulster's grievances, it cannot sacrifice Ireland's national integrity.' The "Manchester Guardian" (Liberal) contrasts Mr. Reginald M'Kenna's (Homo Secretary) unyielding attitude —ho declared that to grant a conference meant pointless procrastination when ono party only advanced direct negative proposals, and that the Government was not going to submit to minority rule or anarchy—with Mr. Churchill's placation speech. Belfast papers ridicule the exclusion of the north-oastorn counties as a solution of tho difficulty, and Bcout the idea of a compromise. Tho Nationalist papers declare that the mutilation of Ireland is a preposterous idea.
