: t) FINES BY INSTALMENTS. By Telegraph—Press Association—CJopyriffh* (Rcc. Octobor 8, 9.25 p.m.) London, October 8. Reginald M'Kenna (Homo Secretary), in the course of a speech; stated that out of 151,000 persons imprisoned, 80,000 had been committed to prison in default of paying their fines. Ho added that short terms of imprisonment had a bad mojal influence. A Bill would bo introduced in 1914 giving time for payment, and also authorising tho payment of fines by, instalments. . v.
