INTERESTING MEMOIRS OF A FAMOUS PERSONALITY. By Telegraph—Press Association—Oopyricht London, October 7. Mr. Algar Labouchere Thorold's "Life of Labouchoro" has been published. It includes piquant correspondenco at the end of 1885 and beginning of 1886, in which Mr. Chamberlain indicates his detestation of tho Whigs. There aro also Tacy criticisms of Mr. Gladstone's dosiro to regain office. Mr. Chamberlain, in December, 1885, outlined ■ a federal scheme, on tho lines of tho American, with Legislatures for England, Scotland, and Wales, Ulster and the rest of Ireland combining.
