Councillor Tregear,' who filed a notice tof motion on Tuesday, in reference to ■advertising on tramcars, followed this by a second notice of motion filed yesterday, and reading as follows: — "That the following resolution passed at the ordinary meeting of the council held on September 4, 1913, be rescinded, viz.:—'On the motion of the Mayor the tender of Messrs. Chandler. and Company was authorised to bo accepted for advertising!on tramcars.'" Speaking yesterday in referenda to two notices of motion, and to the whole question of tram advertising, tho Mayor (Mr. J. P. Luke) resented any suggestion that anything underhand had been done in tho matter of drawing up tho specifications or in calling for tendors. It was the fault of the councillor himself if ho was not familiar with the terms of tho specifications. ' rl It appiears that on Tuesday,, Councillor Tregear went as far as to removo two advertising boards from in front of tho tramcars, telling the officials m charge of the cars that ho would be responsible for what / was '' dono. Tho Mayor has instructed -tWo Tramway Board to overlook this matter, although (as he points out) Councillor Tregear acted improperly. _ . Touching upon the letting of the'contract for tho advertising, the Mayor mentioned that when tho City Council decided that advertisements should he • permitted on the cars, it was resolved to call for tondeTS. Originally the council was approached by Chandler and Company. who mado a specialty of advertising on tramcars. Tho Tramway Committee entered into a ,tenta,tivo agreement with the firmi' and this was submitted to tho council with a. report. Tho council referred the matter back to tho committee so that specifications could bo drawn up arid open tenders called. Subsequently this was dono; tho specifications wero laid on the table, and the council approved of th'em and authorised tenders to be called. An endeavour was certainly mado at a council meeting to restrict the advertisements to tho interior of tho cars, but it was not sustained. It is provided in the, specifications that the contract for advertising on tho cars shall be for, five years, and that the Board of Management has full power to reject any advertisement, and is to bo tho solo arbiter as to tho aooeptanco or rejection of any adi'ortisoment. Tho board may at any time cancel'or remove any advertisement, repaying to the advertiser the cost of preparation, and all contracts; are' subjcct to its approval. All advertisements are to be of approved design and of highclass quality as regards both material and workmanship. Door and window advertisements are to bo etched on glass, those inside the car may bo on card or other approved material, neatly framed and glazed. All dash-board advertisements to relate only to public and social gatherings and sales, theatrical notices and the like. Calico signs or notices aro not permitted. The schedule provided tho following location of advertisements Doors, windows, roof-board, and dash-board.
