Morel, lion, secretary of the Congo Reform Association, declared that the old unquestioned ascondancy of the white race lvas disappearing. The day was rapidly approaching. l\e said, when the basis of white rulo throughout tb 3 greater part of Asia must rest os much upon consent as upon force. Mr. Morol founded tho Congo Reform Association in 1904, and has taken a leading part in tho movement against Congo misrule. Ho also visited tho States, and successfully inaugurated a similar movement there. Ho has published many I pamphlets on .the subject, his writings and speeches having done much to arouse international publio opinion.
