The Earl of Solborne advocated that if a native was . thrifty and living a civilised lifo> uo should bo given tho franchise and all a civilised man's privileges. Groups of those unfit to vote should bo entitled at intervals to meet a Minister for Nativo Affairs, and dcclaro their wants publicly. .
