J. E. JENKXNSON moved that the' clause .under . which this was propoßg^,^ould ; be amendedjitomake it . obligafwty dn'tho Council td'iake a jrall of tho ratepayers before raising the . loan. '• . - -V. ■ It was pointed out in' the course of ', the disoussion that; tho monoy proposed to bo raised would be .'spent on .leading wires into consumers' nouses and im the supply of heating and lighting appliances for which the consumers could not afford to pay iu cash. and that )noney Eo .expcndcd would bo made a fcharge oii 'the, property of those: consumers.'!: It was therefore impossible for the Council to lose any part of the ' money,! and the'. loan : could not. ever "become a charge on tile, rates.: _ It, .was argued also that local', authorities' could borrow .without reference to the' ratepayers, for the purpose of linking up. .houses with the, drainage systems, and , that this-was kindred work.: The amendment was defeated by .21 'votes to 2, the; supporters, of it being Mr. Jenkinson and Mr. Duthie. The Hon. W.- EARNSHAW moved.an amendment to 'divest tho City Council of the right to do the work of installing «lectric fittings''; in .premises; . , Tho amendment was defeated on the voices. BELL moved the second reading of the Now Zealand Institute of Architects Bill. Ho remarked that the Bill had caused some little excitement when it :was first introduced in tho House,' but ,a'9;it emerged.from . the House it would not alarm .an infant. The Council, he thought, should ■have no.difficulty.in accepting the Bill;Tho.. second reading was -agreed to On the voices.', . , , LOCAL ELECTIONS. Tho Hon. H. ,D. BELL moved the second reading-of .the Local Elections and Polls Bill., Although the Bill was bo long, he said, its only object was to make, the law rolating to the olection of members of Parliament apply as far as possible to local.elections.
