The largo ; number of aj.|.ca]a which aro always likely to be received against any genoral classification is said to be mainly caused bv one Civil Servant hearing that another in tho v. me office or Dopartmont haß put in <in appeal. A common apprehension is that the appeal of a fellow-ofiicer may succeed to tho detriment of tho Civi! Servant who does not lodgo an appeal likewise. So ho also puts in an appeal to even up tho chances. As a matter of fact, each case is considered on its merits, and making an appeal to tho board can have littlo effect if there is not a cuso behind it. I
