BEEHAN said that tho session up to date had beon one of the most unsatisfactory lie had ever experienced, for.members had boon kept continually waiting about with 110 work to ■do. BELL said ho thought the'position was fairly well unIdorstood by members of the Council. ''A very large number of Bills which the Council could well give consideration to 'early in the session unfortunately required an appropriation clause, and had "therefore to be introduced in another 'place. It was not even" practicable, as had been suggested, that local Bills could bo brought first to tho Council, because the members representing tho localities concorned must he allowed to lintroduco them in their own Chamber first. He suggested that Mr. Bcehan had been unfair, for the Government - lirid this year put back its policy meami res in order to givo way to other "Bills which oiißhfc to have the consider l fitloii of tho Council.
