ANARCHY IN ALBANIA,

Paris, September 28. Tlio Janina correspondent of the Paris noirapapor "Lo Temps" states that a state of absolute anarchy exists in Albania. Moufid Bey, the Provisional Foreign Minister, ia marching against Essad Pasha, who has hoisted the Austrian flag, and summoned tlio Government to Vallona to surrender. Belgrade, September 28. A telegram states that twenty thousand Albanians have captured the fortifications at Dibra, after fierce fighting. Two hundred Albanians were lulled. (Rec. September 24, 11.15 p.m.) Cetlnje, September 24. There is much uneasiness amongst the Montenegrins ovor the alarming reports which have been received of the position of aff.iirß in Albania. Montenegro is taking every precaution to guard her frontier. Vienna, September 24. It is reported in diplomatic circles that Russia lias warned Servia against sending troops to Albania, declaring that tlio reinforcement of tihat country's frontier forces will amply suffice. Advices from Constantinople indicate that tlio Turks' recent successes over Bulgaria have encouraged tho Young Turks to incito Mussulman antagonism. It is reported that numbers of disguised Turkish officers and men, with guns and much ammunition, aro proceeding to Gumurjina. Athens, September 24. Advices from Berat state that Essad Pasha has proclaimed Albanian autonomy under t/lie Sultan's Suzerainty, and is ordering Kemal Boy, the President of the Provisional Government, to leave Avlona. Belgrade, September 24. Nearly the wliolo of the district from Ipek to Monastir is ablaze. BANDIT CHIEFS AT WORK. (Rcc. Septomber 25, 0.10 a.m.) Athens, September 24. Router's special correspondent at Bucharest states that two Toyal betrothals will shortly be _ announced— King Charles, of Rumania, to be betrothed to tho Grand Duchess Olga, of Russia, and tho Princess Elizabeth of Rumania to tlio Crown Prinoe of Greece.
