SIR W, F. HELY HUTCHINSON,

The late Right Hon. Sir Walter Francis Hely Hutchinson. was born in Dublin in 1849, and completed liis education at Cambridge. After holding secretaryshipsFiji, New South Wales. Barbadoes, <ind Malta—Uie. Lieutenant-Governorship _ of Malta.'and the Governorship of the Windward Islands, he took up an appointment in Natal, where lie inaugurated a system of responsible Government in 1893, and in 1895 carried out the annexation of the Trans-Pongold territories, now incorporated with Zululand. Ho was afterwards Snecial Commisioner for Awatongaland (1895), Governor of Natal and 7/ululaml (1893-1901), Actine-High Commissioner for South" Africa (1909), Governor of Capo Colony (1901-1910). "Times"—Sydney "Sun" Special Cables. Londoni September 24. Sir Albert de Rutzen, Chief Magistrate of London Metropolitan Polico Courts since 1901, is dead.
