The late Right Hon. Sir Walter Francis Hely Hutchinson. was born in Dublin in 1849, and completed liis education at Cambridge. After holding secretaryshipsFiji, New South Wales. Barbadoes, <ind Malta—Uie. Lieutenant-Governorship _ of Malta.'and the Governorship of the Windward Islands, he took up an appointment in Natal, where lie inaugurated a system of responsible Government in 1893, and in 1895 carried out the annexation of the Trans-Pongold territories, now incorporated with Zululand. Ho was afterwards Snecial Commisioner for Awatongaland (1895), Governor of Natal and 7/ululaml (1893-1901), Actine-High Commissioner for South" Africa (1909), Governor of Capo Colony (1901-1910).
