PROPOSALS AND TERMS,
By Telegraph—Press As6oolation—Copyright
London, September 18/ ■ Further details of the agreement between Turkey and Bulgaria regarding the frontier question show that Bulgaria at tho last moment offered to build a railway from Adrianoplo to Baba Eski, 33 miles south-east by. east of Adrianoplo, if Demotika wero ceded to Bulgaria, but Turkey declined tho_ offer. Turkey also declined to pay an indemnity to defray the cost ot keeping Turkish prisoners. ' The nationality difficulty has been settled, the Black Sea frontior being fixed at 25 miles north of Media, GO miles north-west of Constantinople.
Bulgaria's acccsa to Dodeagateh is relatively valueless, as Turkey will be ostrido tho only railway. Tho cost of a railway from Mustapha-Pasha (17 miles from Constantinople) southward would be enormous, owing to the Rhodopo Mountains.
