1 QUESTION OF REDUCTION. By Telegraph—Press Association—Copyright (Rec. September 19, 0.20 a.m.) Melbourne, September 18. A dispatch from tho Imperial Government regrets that so far it luiß not been practicable to obtain a reduction of the rate in trans-Atlantic code telegrams, but that the matter will come up again for consideration, together with the rates o,' 'deferred telegrams and cable letters, in a year's time. It is doubtful whether it Will ho possiblo to arrango for a material alteration in the charge of code telegrams to Australia Wliilo tho terminal charge in tho Commonwealth for full Tate messages remains as high as sd. per word. It would be difficult for tho Imperial Gov--1 ernment to support a State-owned Atlantic cable, sinco it would be unable to bo worked on a commercial basis without a deceit of £20,000 per annum.
