The, Peking correspondent of ''Tho Times" states that tho Japanese incident discredits tho view that Japan has been only waiting for an opportunity to seize Chinese territory. . The action suggests that Japanese policy in China is not aggrcssivo and that Japan's interests would bo best served by tho preservation of peaco.
Toklo, September 16. The press and public -aro dissatisfied with the Chinese apology in connection with the Nanking affair, holding that Japan's demands were inadequate, and that tho Chinese agitation against Japnn is being renewed. Two cruisers and four destroyers havo been ordered to the Yang-tze to protect the Japanese residents.
