Sir Valentino Chirol, Director of tho Foreign Department of "Tho Times," affirms that there is nothing novel or sensational in the lato Count Hayashi's reminiscences. Tho negotiations for aji Anglo-Japanoso alliance were fully known to those in close touch with the international position. Ono section of tho Japanese Court favoured an alliance with Russia; the other preferred ono with Great Britain. What was less known to tho public was that towards tho close of tho Boer war Germany was disposed to seek a rapprochement with Britain, but only on terms which would havo involved Britain'in heavy responsibilities in Europe, Africa, and America without involving Germany in any corresponding responsibilities in Asia. Ger;man statesmen had always affected to suspect that Britain wanted to use Germany as licr sword against Russia.
