Reuter's Peking correspondent states that tho Powers have fruitlessly complained 'hitherto that instead of tho Salt Tax —which was, to guarantee tho recent loan—being collected as. promised beforo leaving tho factories, tho salt is sent all over tho country untaxed. It is persistently reported that an agreement has been partly reached under which a German, lieutenant-gene-ral, with a staff of six officers, and an interpreter, will be employed at Peking, besides two hundred German ofiicors distributed throughout China, at an estimated cost of £200,000, of which sum Kruppa .will provide £50,000. Tho strongest opposition is expected on tho part of tho other Powers. By Telegraph—Press Association—Copyright Tokio, September 12. All the assassins of Abe, the officer of the Japanese Foreign Office, who waß killed at Nanking, have cither been arrested or committed suicidc. (Rec. September 15, 0.16 a.m.) London, September 14. It is understood that Japan's demands to China include a fifty-years' extension of tho lease of Port Arthur, which expires in 1923. It is anticipated that oven though China may perforce yield, soiiig incident will inevitably occur facilitating an expansionist programme, including tho military occupation of Foocbow, Amoy, and the introduction into those zones of so-called "Manchurian methods."
