SAMUEL presented the j report of the Legislative Council Con- j stitutional Reform Committee, and a moved that it be laid on the table and ]. .printed. ' . c This motion was agreed to without a debate, and on the motion of the Hon. ], H. D. Bell the committal of,the Bill was ,mado an order of the day. The Hon. H. D.. BELL subsequently 0 'moved that the Council go into Com- j, mittee on the Bill. /The committee v 'which had been considering the Bill had, j She said, proceeded by considering a num- ;. ;W of, resolutions which, would appear j, iin the report of. the,, committee, with | the division on each resolution. The j 'form of.'the ,motion' was necessary because the proposal of the committee was s that the . Council should , proceed to j ; amend the "'Bill, which had been read second time. The procedure was there- j I fore that'the Council should> go into 'Committee on the Bill, which had been 0 •read a second time, with the object of considering whether the clauses recommended by -.tho committee should bo i substituted. Further .than this, it was only necessary for him to say that ha J „ did not agroe with the result at .which v the committee bad, arrived, and that . the form of the Bill which was pro- , posed by the committee had in no sense . Jiis assent, or that of' tho Government , he represented. The form, however, in . which the committee had proceeded to give, effect to the resolutions it had passed -was, ho believed, consistent with those resolutions. He dissented from the resolutions, and thorefore from tho result of the resolutions. The Hon. 0. SAMUEL moved, in accordance with an arrangement referred [ to by Mr. Bell, that the debate be c .adjourned. . The Pensions Bill (the Hon. H. D. , Bell) was recommitted in order that j verbal amendments might bo made in it. j The amendments were duly made, and | the Bill was read a third time. IRRIGATION. The Irrigation and Water Supply : Bill was 1 committed, reported without i amendments, and read a third time. The Council rose at 3.4 p.m.
