Tho story of the negotiations indicates that Count Hayashi suggested that Japan should utilise Britain's fear of .a Riusso-Japanese alliance with a view to hastening the Anglo-Japanese Treaty. When tho negotiations between Britain a.nd Japan wero considerably advanced, tho Marquis Ito, who was a Premier whon thoy began, went on a special mission to St. Petersburg, and there commenced pourparlers for a Russo-Japanese Convention. Count Hayashi stigmatises this as an outreaoeous breadh of faith. Tho Mikado ordered tho Marquis Ito to desist. Tho final shape of tho Anglo-Japan-ese alliance was, says tho diary, lately duo to tho Marquis of. Lansdowne's statesmanship. Count Hayashi severely censures Japan's diplomatio intrigues, and declares that the alliance with Britain was secured at tie cost of tho respect of Russia and other European countries.
