LABOUR MAYOR'S DISLOYAL SPEECH.
o CENSURED BY PARLIAMENT. By Telegraph—Press Association—Oopjricrht Melbourne, September 11. The Legislative Assembly, on the voicos,-carried a motion by Mr. Watt (tho Premier) omphatically condemning' the recent disloyal utterances of Mr. Webber, M.L.A. (and Mayor of Richmond), which tho House considers inconsistent with his oath of allegiance to tho King.- Tho Houso declares its unwavering' loyalty to tho institution, of tho Monarchy. Mr. Gordon Webber, member for Abbotsford in the Assembly, and the first Labour representative to be elected Mayor of Eichmond, recently aroused comment by omitting the loyal toast at a function he gavo to mark his election to the Mayoralty. He explains: "1 omitted it because I consider it to be superfluous. Personally, I am a Republican. The King is only a figurehead,_ and as such be is Recognised. In Ido not consider I am not loyal."
