NO HOPE OF A REDUCTION. By Telegraph—Press Association—Copyright Winnipeg, September 8. Interviewed concerning tho Atlantio cable rates, under which the Canadian press suffers from b, paucity of. British news, Mr. Samuel, the British Post-master-Goneral, declared that ho., was unable to offer any assurance of a reduction in Trans-Atlantic cable rates. He says that ho intends to hold a special conference at Toronto with Mr. Pelletier, the Canadian Postmaster-Gen-eral, to discuss postal questions, after his return from a tour of tho Pacific Coast. "LITTLE ENGLANDISM." (Rcc. September 10, 0.5 a.m.) Winnipeg, September 9. Mr. Herbert Samuel, speaking at the Canadian Club, said that the Liberals in England had now discarded "little Englandism," and that the day when the overseas Dominions were ignored had passed forever.
