During the tariff debate a Senator offered an amendment prohibiting stock exchange gambling, proposing a tax where the seller sold property which he did not possess. The entire question of gambling in cotton futures was referred back to the Senate Committee. 'Senator Cummins declared that most of the sales on the New. York Exchange were really fictitious and constituted a menace to tho financial stability of the whole oountry.
