Berlin, September 1. The newspapers are angry at Mr. Andrew Carnegio's suggestion that tho Kaiser is a pacifist. The "Cologno Gazetto" states that tho Kaiser will proservo peace only so long as it is reconcilablo with national honour. Tho "Gaxetto" adds: "When tho necessities of national development require it, we will make a sacrifico of battle upon tho altar of our power and glory.". ■
