WORLD CONFERENCE OF DELEGATES. By Telegraph—Press Association—Copyrieht London, August 31. The Trade Union Congress opens at Manchester -on Monday. Mr. W. J. Davios, M.P., is tho president. When tho congress met in Manchester in 1882 the membership was half a million; it is now two millions and a 'quarter. The delegates include representatives from the United; Statos, andl, for the first time, from Germany, France, and Canada, who will attend for tho purposo of securing interchange of information regarding wages, hours, and conditions of work in view of an ultimate' conjoint action by the. Home and International Congress on questions of common- interest. , : The congress_will debate tho Parliamentary Committed's resolution condemning compulsory seijvico, and expressing astonishment at'the manner in wfliich alleged patriots, having learned' tho art of killing -while servants of tho Crowni, are allowed to sell such knowledge' as shareholders ami' directors of companies dealing with foreign countries, whilo recoiving pensions or allowances from tho British Government.
