Tho hall will contain, four busts—of King Edward, Sir Randall Crcmer (founder of the International Arbitration Leaguo), Hugo Grotius (tho Dutch urist and pioneer of international law, , who died in 1645), and Mr. W. T. Stead, Dlio English journalist. Tho bust of the latter "is being presented by Dutch journalists. "Times"—Sydney "Sun" Special Cables. (Rec. August 29, 7.40 p.m.) . London, August 29. Referring to the opening of Tho Hague Peace Palace, the "Times" welcomes the completion of the work on many grounds. "The British Government," it says, "with tho entiro approval of the nation, havo shown readiness before now both to refer its disputes with its neighbours to thojudgmeht of the arbitrators, and to abide by the decisions of tho tribunal. Tho Delagoa Bay case is only one instance among a number. We have every wish that this example should be widel.y followed. 'Even if the Haguo Tribunal fails to avert armed conflicts, it may still help to shorten their duration.
