An agreement lias been concluded between Germany and Franco respecting the Bagdad railway. Tlio concurrence of Britain and Russia' was obtained. The French settlement with Germany gives the latter liberty of action in connection with the railway, in return for certain railway concessions in Syria, on the shores t>f the Black Sea.
